The Financial Action Task Force (FATF) has unveiled plans to upgrade its recommendation 24 on transparency and beneficial ownership, stressing how the Pandora papers leaks confirmed the ML vulnerabilities posed by anonymous shell companies and other pro-secrecy arrangements.
