UZBEKISTAN has been at the forefront of international AML efforts in the central Asia region, a spokesman for the United Nations Office on Drugs and Crime (UNODC) told the Money Laundering Bulletin. Uzbekistan has the most advanced AML legislation and apparatus of all the former Soviet Central Asia and has signed more than 20 bilateral and multilateral agreements on cooperation in fighting illicit drug trafficking with its Central Asian neighbours, as well as with Azerbaijan, Georgia, Iran, Pakistan, Russia and Turkey, according to the International Money Laundering Information Network (IMOLIN), (whose contributing members include the Financial Action Task Force (FATF), the Asia Pacific Group on Money Laundering, the United Nations and the World Customs Organisation).…

ASSUMPTIONS about natural gas and oil reserves worked into the Kyoto Protocol’s energy conservation formulae were over estimated, according to a study by researchers at the University of Uppsala, Sweden. They claim gas and oil reserves equal around 3,500 barrels of oil, compared with the lowest estimate made by the Kyoto Protocol’s intergovernmental panel on climate change – 5,000 barrels, (its worst case scenario put the figure at 18,000 barrels).…

THE EUROPEAN Commission’s (EC) proposals for the EU tobacco regime, published in detail last month (September), essentially recognise that subsidised tobacco growing in Europe on any significant scale is now coming to an end. THE WORLD Bank is lending US$12 million to Croatia, (to be combined with US$27.8 million from private lenders), to create a national market in energy efficiency. The money would fund the creation of an energy service company within Hrvatska Elektroprivreda (HEP, the national power utility), which would develop, finance and implement energy efficiency projects on a commercial basis, many of which would be put in place by local contractors.…
