BY ALAN OSBORNTHE ESCAPE of wild animals from zoos is not, so far as we know, one of the major problems facing the EU but the European Commission evidently believes it's best to be on the safe side. Brussels is threatening legal action against 10 Member States, including Britain, over their failure to regulate zoos.
