THE UNITED States Trade Representative (USTR) office has launched a swingeing attack on the European Union's (EU) negotiating position at the World Trade Organisation's (WTO) Doha Development Round agricultural talks. In a detailed report, it says the EU's proposals for cutting subsidies and tariffs "does not deliver substantial improvement of market access, and this low level of ambition threatens the ability to deliver meaningful results for the Doha round".
