Well, this is a good analogy for the current state of the World Trade Organisation (WTO) agricultural liberalisation talks in Geneva. These are currently in a technical phase, with experts trying to establish a commonly agreed value for all the various kinds of duties that are paid on foodstuffs traded around the world.
