AN INDEPENDENT World Bank inspection panel has criticised the development body for flouting its own guidelines regarding the Coal Sector Environmental and Social Mitigation Project in India, which led to the relocation of families from the Parej East mining region. Investigating complaints about compensation, allocation of land and other issues, the panel found the bank broke its policy on involuntary resettlement, particularly during the project's preparation and appraisal.
