BY KEITH NUTHALLTHE WORLD Health Organisation has boasted that 100 countries have now signed its Framework Convention on Tobacco Control, although only nine countries have yet to ratify the treaty. Of these, the world's major developed economies are conspicuously absent, the line up including Fiji, India, Malta, Mongolia, New Zealand, Norway, Palau, Seychelles and Sri Lanka.
