BY ALAN OSBORN ON the face of it, the UK, with other leading western European Union (EU) countries, leads the pack in terms of drawing up and submitting its River Basin Management (RBM) plans to the European Commission - the key first stage requirement of the EU's Water Framework Directive (WFD). As reported at the end of March, Britain, along with France, Germany, Sweden, Finland, Italy had filed plans by the deadline of March 22.
