BY KEITH NUTHALLTHE EUROPEAN Union (EU) Council of Ministers formally approved in principal a proposed directive limiting emissions of volatile organic compounds (VOCs) from organic solvents in paints, varnishes and vehicle-refinishing products. The legislation will now be sent to the European Parliament for a second reading, although with ministers having taken many of its on board, it is hoped MEP's will swiftly agree a final text.
