BY KEITH NUTHALLTHE EUROPEAN Union (EU) Council of Ministers has reached a swift decision on agreeing proposed directive limiting emissions of volatile organic compounds (VOCs) from organic solvents in paints, varnishes and vehicle-refinishing products.
