BY BILL CORCORAN SOUTH Africa's legal cigarette market has witnessed small annual increases in sales over the past few years, following a decade-long downturn. Cigarette consumption for 2008 has been estimated at nearly 25 billion sticks compared to 23.6 billion in 2006. However, in 1996 consumption was about 30% higher at 34 billion sticks, with the subsequent decrease in sales primarily attributed to a booming illegal cigarette trade.
