Male smoking rates (61%) are among the highest in the world, while female smoking rates have more than doubled from 1991 to 2008 from 7% to 15%, according to Tabakprom, the Russian cigarette manufacturer's association (NOTE - SPELLING IS CORRECT). Russia has 22 tobacco factories, of which 13 account for 95% of all tobacco production.
