EU E-COMMERCE VAT REFORMS PROPOSED BY EUROPEAN COMMISSION   REFORMS to European Union (EU) e-commerce VAT rules have been proposed by the European Commission which include a clear declaration VAT should be paid in the member state of the final consumer.
