BY KEITH NUTHALLTHE HOTEL industry is Europe's second largest source of tax evasion linked to undeclared work, a European Commission report has claimed. Only the construction industry is shier of tax collectors, (except in Germany, where - oddly - farmers and gardeners are even worse). The paper 'Undeclared work in an enlarged Union' said that generally inflexible formal labour rules and lack of trust in governments were to blame, as well as "cultural factors"; in eastern Europe, there was a tradition of employing women informally in hotels, for instance.
