EU agriculture Commissioner Mariann Fischer Boel has said it is "absolutely necessary" to agree reforms to the European sugar market system by this November, to give the industry sufficient notice of the changes, given the current regime expires in July 2006. It would also prevent the issue wrecking the WTO Hong Kong summit this December.
