THE EUROPEAN Commission has streamlined its systems for approving payments to meat and livestock producers under the Common Agricultural Policy (CAP). In future, European Union (EU) Member States will be able to grant various types of agricultural aid without seeking the Commission's prior clearance. The reform would speed the introduction of new CAP direct producer payments, said Brussels.
