BY KEITH NUTHALLLEGAL action is being taken by the European Commission to force Sweden, Austria and the Czech Republic to implement European Union (EU) accounting rules regarding public spending. Brussels is particularly vexed with Sweden, sending it a formal complaint it has flouted a 2004 European Court of Justice (ECJ) order to properly implement directive 2000/52/EC on transparent relations between governments and other public bodies.
