BY KEITH NUTHALLTHE URGENCY of the need to create a hazardous waste disposal facility in Serbia - able to deal with the most toxic substances - has been underlined by the dumping of 24 barrels of carcinogenic liquid near Belgrade. Left overnight near a popular hotel, the waste is challenging Serb environmental health authorities, because the country cannot even store such pollutants, instead having to export them at a high cost.
