BY KEITH NUTHALLTHE EUROPEAN Bank for Reconstruction and Development (EBRD) is consulting on the environmental, health-related and social impacts of a draft master plan for decommissioning 121 nuclear-powered submarines and ships off northwest Russia. The EBRD has been staging meetings in Moscow, Murmansk and Severodvinsk. Consultation lasts until September, after which the bank will write a final plan.
