RUSSIA'S nuclear security is compromised by "serious flaws", according to a report by the country's federal nuclear and radiation supervisory board. The memorandum concluded that "the unauthorised use of radioactive materials and their theft cannot be ruled out", adding that "the system of accounting, control, storage and transportation contains serious flaws in the physical protection of risky nuclear facilities". Nuclear power minister Alexander Rumyantsev says he needs 6.5 billion Roubles (US$203 million) to improve security.
