March 1st, 2005 BY KEITH NUTHALLEUROPEAN Union (EU) ministers are considering formal proposals for disaster risk prevention measures to be a priority of EU regional aid spending from 2007-13. The European Commission is pressing for such projects to be financed by EU 'structural funds' budgets that traditionally pour money into poorer areas of Europe. These command billions of Euros and are one of the EU's largest spending programmes.
