THE PROPOSED Rand 750 million (US$112 million) expansion of South Africa's Richards Bay Coal Terminal (RBCT) is expected to proceed in March 2004, on conclusion of various agreements between key stakeholders Portnet, the port authority and Transnet, the country's national transport utility. The expansion will allow RBCT to increase its total capacity to 86-million tons a year. The project also received a boost in December, when Transnet entered into a memorandum of understanding to cover the terminal's land lease area.
