BY KEITH NUTHALLTHE EUROPEAN Commission has removed polymers from the scope of its proposed REACH chemical industry control system, part of a plan to slash its operating costs. Brussels' new draft also replaced earlier proposals for a mandatory and comprehensive chemical safety report on downstream uses of chemicals with a less detailed safety data sheet. And it generally simplifies mandatory tests and draft registration procedures.
