COSMETIC, soap and perfume manufacturers at last know the shape of the European Union's (EU) Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulations, after three difficult years of negotiations. On December 13, the European Parliament voted to accept the compromise thrashed out between itself and the EU Council of Ministers. This was then rubber stamped this week (Mon 18-12) by the Council and so REACH has now - at last - become law. The new legislation will come into force on June 1, 2007, and ...
