BY LEAH GERMAIN SENIOR American industrial minerals experts have welcomed a new Senate bill that supports clean energy innovation in the United States, which in turn could lead to a significant boost to the country's blossoming rare earth mining sector. Proposed by Senate energy and natural resources committee chairman, Democratic Senator Jeff Bingaman, the Clean Energy Standard Act of 2012 would tell the country's largest utilities to sell a certain percentage of their electricity generated by clean energy sources.
