BY ALAN OSBORNAT least 22.5 per cent by weight of plastic packaging and packaging waste will have to be recycled from the end of 2008 in most European Union (EU) Member States, under an agreement reached between the European Parliament and the EU council of Ministers. The new requirement compares to 15 per cent at present, as set by the 1994 Packaging and Packaging Waste Directive, a target which the European Commission had proposed leaving unchanged.The increased recycling level will apply to material that is recycled back into plastics.
