EUROPEAN Union (EU) heads of government have backed in principle legislation forcing EU member states to impose binding targets on reducing greenhouse gas pollution onto industries - such as packaging and food - that do not trade these emissions. At a summit this month (March), prime ministers and presidents said they wanted formal approval by early 2009.
