BY KEITH NUTHALLAGREEMENT in principle has been secured at the European Union (EU) Council of Ministers over a proposed EU Regulation writing into European law the International Maritime Organisation's (IMO) convention on the control of harmful anti-fouling systems on ships, (AFS Convention).Given that ministers accepted amendments previously made to this implementing legislation by the European Parliament, the law will come in force once it is formally adopted by ministers at a later meeting, probably early next year.The legislation will ban the use of ...
