A NEW European Commission proposal on energy efficiency and saving may have the basic ingredients of a new, potential approach for helping the European Union (EU) to achieve its 2020 emission-reduction objectives - getting utilities to share the pain with consumers, who have been the focus of earlier EU efforts in this regard. However, the exact recipe on how to achieve these objectives is still missing, according to critics.
