BY KEITH NUTHALLTHE EUROPEAN Union (EU) Council of Ministers has approved in principle a directive imposing duties on mine operators to manage their waste effectively, preventing in Europe disasters such as the 2000 Baia Mare tailings pond breach, in Romania. The legislation imposes conditions on issuing operating permits for handling mining waste and obligations concerning its management. It says waste should be treated before its disposal and that plans that guard against accidental pollution should be prepared for the closure of waste management facilities. ...
