THE EUROPEAN Court of Justice has found that Italy has breached the EU's 1991 urban waste water directive by allowing discharges in Milan to be released indirectly into environmentally sensitive rivers and seawater without being subjected to specific treatment. Italy claimed that it complied because Milan itself is not a controlled area, something rejected by judges.
