LITTLE progress was made at the recent 34-country Free Trade Area of the Americas talks. The US still refuses to lift agriculture tariffs, which would damage President George W Bush's re-election in critical electoral states such as Florida, with large sugar and citrus industries. No deadlines for removing such protection were agreed.
