BY ALAN OSBORNTHE COMPULSORY recycling of metal packaging waste is to be raised from 15 to 50 per cent under an agreement reached on Monday between the European Parliament and the European Union (EU) Council of Ministers. The new target for metal packaging waste is the same as that set originally by the European Commission though levels for other materials have been raised.
