THE EUROPEAN Commission has proposed a range of reforms to its Life Environment programme, which it wants to renew in 2006. It has asked ministers, for example, to increase the proportion of EU financing of nature conservation projects to 50 per cent and also to extend budgets until 2006 that were due to expire next year.
