January 1st, 2017 Libraries should be allowed e-book licences across the European Union (EU), the European Parliament's lead negotiator on the European Commission's proposed copyright reforms, Maltese MEP Therese Cachia Comodino will propose later this year, a Brussels hearing has been told.
