LEAF REFORM – SPAIN

BY KEITH NUTHALLTHE SPANISH government has called for some simplification and flexibility in the implementation of the recent European Union (EU) reforms to its subsidy regime for leaf tobacco growers. It has called on the EU Council of Ministers (agriculture) to allow single payments to be made to producers for the 2005 harvest to avoid calculation problems relating to the transfer of quotas from one grower to another and national reserves of subsidies controlled by governments.
