BY KEITH NUTHALLTHE EUROPEAN Commission is threatening to ask the court to fine Ireland for failing to write the 1971 Paris Act amendments of the Berne for the protection of literary and artistic works into its national laws. This is despite the fact that the ECJ last year ordered Ireland to reform its copyright legislation in this way and the EU as a whole decided as long ago that all Member States should adhere to the Act by 1995.
