IRELAND is being threatened with legal action at the European Court of Justice by the European Commission over its failure to properly implement the EU's integrated pollution prevention and control directive. Brussels says there is no guarantee Irish industries and farms will follow the legislation's environmental rules. Austria is facing ECJ action for the same reason.
