DESPITE the billions of dollars spent on modernising several major Indian airports, government officials admit they have failed to become strong international hubs, limiting their potential.According to a May 2012 report, 'Developing aviation hubs in India', published by the Indian ministry of civil aviation, in the year ending March 2011 only 12% of passengers in Mumbai and 9% in Delhi used these airports for transit, and most are transferring to domestic destinations.
