THE INTERNATIONAL Civil Aviation Organisation (ICAO) has agreed guidance for its 189 member states on incorporating international aviation pollution into global warming emissions trading schemes. They agreed that cutting aviation emissions would not count towards meeting Kyoto Protocol targets, however.
