BY PHILIP FINE TWO plans that would require American manufacturers to produce vehicles, notably vans and pick-up trucks, with significantly increased fuel economy are being debated on the US Senate floor. Republican senators called for light trucks to average 36 miles per gallon by 2016. The Democrats want a 35 mpg average by 2013, down from the current 20.7 mpg.
