BY ALAN OSBORNTHE EUROPEAN Commission has been strongly criticised by the European Ombudsman over its unquestioning acceptance of an altered report allocating blame for attacks on fishing gear in Ireland. The Ombudsman has found the Commission guilty of "maladministration" in accepting significant revisions to the report without querying the reasons or even making an inquiry into the changes.The complaint was lodged by the responsible scientist in a research contract to write a report on "the Physical Interaction between Grey Seals and Fishing Gear," agreed ...
