BY KEITH NUTHALL EUROPEAN Union (EU) heads of government have approved a strategy paper at a Brussels summit that involves creating a fresh and comprehensive energy agreement with Russia. This would build on the existing Partnership & Cooperation Agreement (PCA) forged in 1997, and could supersede the Energy Charter Treaty negotiated in 1991. Russia has baulked at ratifying this deal because of the EU access it grants to its gas and oil pipelines.
