BY KEITH NUTHALLMANDATORY standards to control carbon dioxide emissions should be imposed on European Union (EU) auto makers at the latest by mid-2008, the European Commission has proposed. If EU ministers and MEPs agree, an average limit of CO2 emissions to 120 grams per kilometer would be demanded for all car models used in the EU.
