THE EUROPEAN Convention - drawing up a constitution for the European Union - has dropped plans to incorporate the Euratom treaty in its articles. Instead, the Convention has suggested the EU and Euratom be legally separate. This has been welcomed by environmental groups, (such as Friends of the Earth), who claimed it would allow Member States to quit Euratom, without leaving the EU.
