BY KEITH NUTHALLTHE EUROPEAN Commission has reformed its staff regulations, replacing a system that primarily linked pay increases to service time with more performance related salary rises. This old set up allowed some automatic pay increases of 38 per cent over 16 years in jobs, without any performance related promotion. However, the new system slashes this "experience" quotient to less than 20 per cent, with career advances "determined by sustained achievement".
