BY KEITH NUTHALL EUROPEAN Union (EU) energy Commissioner Andris Piebalgs will use his last year in office to push for the creation of an EU-wide energy regulator with real power. Speaking while the European Parliament and the EU Council of Ministers debate a hybrid regulatory system for EU energy producers, Piebalgs has said he wants a strong EU regulator to control Europe's energy giants.
