EU MISCONDUCT GUIDELINES
August 1st, 2003

DETAILED draft guidelines have been issued by the European Commission defining the personal financial responsibility of European Union officials who cause financial damage to the EU budget through "serious misconduct". They spell out when officials are liable for financial losses, (for instance through deliberate fault or gross negligence), defining the extent and limits of their financial liability. Staff would not pay for genuine errors with "modest consequences".
