The agreement would focus on a pipeline system running under the se from Turkmenistan to Azerjaijan. There it could link up with pipelines carrying gas to Europe, notably the EU's favoured planned east-to-west pipeline - the Nabucco - which would run from the Caucasus through Turkey.
