EUROPE'S energy sector is to be a big winner in a major Euro 200 billion economic stimulus package unveiled by the European Commission. The plan is partly an enabling scheme, with member states being encouraged to spend freely on energy and other infrastructure projects while reducing VAT, for instance. However, it also proposes increased direct European Union (EU) institution spending.
